1. Grease bottoms only of 12 medium muffin cups, 2 1/2 x 1 3/4, or line with paper baking cups.
2. Mix all ingredients except apple and raisins; beat vigorously 30 seconds.
3. Fold in apple and raisins. Divide batter evenly among cups.
4. Bake at 400 degrees until golden brown, 21 to 23 minutes. Cool 5 minutes before removing from pan.
